SOFIA, (BM) – Nearly three years ago, a framework agreement was signed between Bulgaria and Russia for the repair of 15 MiG-29 fighters worth a total of nearly $ 48 million, but Russia is delaying their repairs, learned BulgarianMilitary.com.

Bulgaria has already talked to Moscow and activated the penalty clause for part of the agreement, but it turns out that Russia will not be able to complete the implementation of the entire agreement in time.

“We have already asked for the penalty under one of the contracts, but there is a delay in another of the contracts. Unlike the contract with Belarus for SU-25. There are no problems with the repair of SU-25, there are problems with MiG-29, the fault lies with the Russian plant “, said the Bulgarian Minister of Defense – Mr. Kazimir Karakachanov.

Three years ago, information emerged that the necessary repairs of the engines of Russian fighter jets could also be made in Poland, but in the military business the situation with this type of activity is quite different from the digital work environment.

“Only Poles have a factory where they repair their MiG-29s, but their license is given only to their equipment. They do not have the right to repair equipment in Bulgaria or any other country. So we can buy engines, but we can’t we are repairing there”, explained the Minister of Defense Karakachano.

The words of the Bulgarian Minister of Defense are correct, because the one who produces a specific military product may decide to issue a license for a specific country, under different conditions, one of which is that this country repairs only its products and not foreign ones, as is the case. in the case of Poland. This practice is not unknown in the international military markets and is practiced by everyone in the world, because of the work with patented and high-tech discoveries that must be protected in one way or another.

It is known that our country has obligations, both under NATO operational programs and under exercises and training programs, which makes the repair of Russian MiGs mandatory, at least until the first units of the American F-16 arrive.

Apart from the MiG-29, Bulgaria also signed an agreement with Belarus for the repair of the Su-25, but the Bulgarian Minister of Defense Karakachanov said that the Belarusians managed in time and there are no remarks about them so far, after Minsk returned two repaired Su a week ago. -25 of Bulgaria.

In Moscow, meanwhile, the Russian military and defense industry have not yet officially spoken of the risk of being fined by Bulgaria for delaying the overhaul and modernization of the MiG-29.
