Bulgaria’s MPs Adopted a New Cyber Security Act

SOFIA, Bulgaria, (BulgarianMilitary.com) – Last week, Bulgaria’s National Assembly has adopted a new Cyber Security Act, which regulates the management and organization of the National Cyber Security System, the national cyber security coordinator, response teams within different sectors, as well as a national response team, for cyber security incidents, learned BulgarianMilitary.com.

The draft act, which last Wednesday has been adopted by the Bulgarian Parliament, at second reading, almost without any debate, was submitted by the Council of Ministers and it transposes EU directive.

Under the recent Cyber Security Act, the state policy for protection and counteraction against cyber and hybrid attacks will be implemented by the Bulgarian Minister of Defence, and the management and organization of the cyber security system – by the Council of Ministers. It is envisaged that the Ministry of Interior, the State Agency for National Security and the State e-Government Agency will be assigned functions for cyber crisis management, as well. They, along with the Defence Ministry will be responsible for the planning and accomplishment of the cyber defence preparation events and the cyber-resistance of our country in a state of emergency or war.

State e-Government Agency will have a newly established coordinating body – National Contact Point which will report the measures taken to protect and counter against cyber-attacks, directly to the European Commission. And the State Agency for National Security will work on this information of strategically important sites to be protected.

On the other hand, a Cyber Security Council within the Council of Ministers will be established in order to be responsible for the cyber security system management, by evaluating and advising on the countering against cyber attacks.

Its aim will be to secure online stores, search engines and cloud services against cyber attacks in order to protect the sectors identified as potential targets, which include the public administration, energy, transport, banks, etc.

Bulgarian Defence Ministry will coordinate the cyber-defence cooperation with NATO and the EU. A cyber reserve will also be set up in which the scientific and educational potential of the country will be used.
