Russian Defence Ministry to Establish a Representative Office in the CAR

MOSCOW, the Russian Federation, (BulgarianMilitary.com) – Earlier this week, the Russian official web portal of legal information has released a document, stating the fact that the Russian Prime Minister, Dmitry Medvedev, approved the proposed by the Russian Defense Ministry draft agreement, signed with the Central African Republic (CAR), about the establishment of a Russian Defense Ministry representative office on the territory of the latter, learned BulgarianMilitary.com.

The published relevant document says that the proposed draft contract is agreed with the Russian Foreign Ministry, as well as with other relevant federal executive authorities. From the Cabinet also reported that the Russian Defense Ministry would be assigned to hold discussions and negotiations with CAR leadership representatives on the opening of such office.

The work for the establishment of a Russian Defense Ministry representative office in the CAR will be at the expense of Russia, and the new office itself together with its related documents will be available only for the Russian side. As it is said in the annex to the agreement, the staff of the office will be of five people who will occupy the following positions – the head, the deputy head, the assistant on contract work, the senior officer and the senior referent-the translator. All of them must have immunity and are not supposed to be involved in the ongoing conflicts in the CAR. The document also states that if any offense is committed, the staff of the office will be responsible under Russian law, not under that of the Central African Republic.

With the draft agreement, the purpose of Russia is to provide assistance to the CAR in military and military-technical cooperation issues as well as to the activities of the Russian military specialists in the African country, which include assistance in the restructuring process of the Central African Armed Forces (FACA), as well as repairing Russian military equipment and providing training how to use it.

The agreement shall enter into force on the day of its signature and it is with no expiry date.
