Ukraine hopes to produce fighter jets jointly with Boeing

The delivery and final assembly of US military aircraft in Ukraine may become a reality shortly. The American aviation giant Boeing was considering the possibility of assembling military aircraft at Antonov’s facilities. Alexander Los, Antonov’s former boss, said in an interview with Defense Express. This interview is a continuation of the conversation that appeared on our YouTube channel.
At the same time, according to unconfirmed information, instead of this unique offer, the Cabinet of Ministers of Ukraine “gave birth” to the idea to buy a passenger Boeing 737 instead of a fighter jet.
Ukraine appeals to Boeing for the opportunity to deliver the latest version of the F-15EX multi-role fighter and the light T-7 Red Hawk for the needs of the Ukrainian Armed Forces. This large-scale project “hangs” in the air on the Ukrainian side, said the former head of “Antonov” Alexander Los in an exclusive interview with Defense Express, the full version of which will be published in the next issue of our magazine.
As it turned out, in 2019, the Ministry of Defense of Ukraine turned to Boeing with a proposal to receive combat and training aircraft under the US government’s program for external military funding.
It was a new version of the F-15, now known as the EX, a T-X light aircraft that has already received a T-7 Red Hawk in the US Army.
This letter was reviewed by Boeing and put into operation, but the process of further negotiations was delayed by the Ukrainian side.
In September 2019, representatives of the State Department and the US Department of Defense visited Antonov, as Boeing applied for an export license to supply T-7 to Ukraine through Antonov. “From the summer of 2020, the T-7 was pre-approved for delivery to Ukraine, and under the Antonov project, it could become a center for aircraft localization. implementation of this project – delivery to Ukraine of F -15EX,” said Alexander Los.
“The vision was to form a fleet of T-7 aircraft in Ukraine, to set up a pilot training center for 5th and 4th generation aircraft in Ukraine, and to provide training and education services not only to the Ukrainian Air Force but also to NATO countries, which in particular are turning into F-35 aircraft. That is, before Ukraine joins NATO, to start real work for interoperability in combat aircraft and flight technical work,” added Los.
In general, this proposal allows Ukraine to solve a strategically important task – to replace the entire fleet of Soviet fighter jets, which according to the Vision of the Air Force should be written off by 2035.
In addition, to enter into cooperation with Boeing, which allows giving impetus to the modern development of the entire aviation industry of Ukraine, gaining access to Western technologies and becoming part of the global aviation industry in partnership with one of the world’s most powerful aircraft manufacturers.
Surprisingly, this project is like compensation for the debt of the Ukrainian side to Boeing for the project “Sea Launch”. Over the years the penalty is added and the total debt is now about $ 250 million, which is a unique profit win offer for Ukraine, which must be observed and made to implement. FMF, given the strong support of Ukraine from the United States in so many areas, which was reaffirmed during the recent meeting of Presidents Biden and Zelensky,” said Alexander Los.
At the same time, as Defense Express has learned from its sources, the Cabinet of Ministers of Ukraine has now “born” the idea to purchase Boeing 737 passenger aircraft under the program of foreign military funding and to cooperate with it.
