According to Russian intelligence, the purpose of Amin al-Haq’s visit was to negotiate the deployment of al-Qaeda fighters throughout Afghanistan. Analysts suggest that such a request is made to carry out terrorist attacks on targets in Iran, Tajikistan, and Uzbekistan.
