Bulgaria has abandoned the purchase of armored vehicles

SOFIA, (BM) – The Ministry of Defense has sent letters to Patria and General Dynamics that it is terminating the procedure for acquiring armored combat vehicles for the Land Forces, the ministry’s press office said. The reason is that the two companies’ price proposals, admitted to its second stage, significantly exceed the framework approved by the National Assembly.

The procedure was terminated after talks with companies about the possibilities for reducing prices. Still, it became clear that this is impossible without a significant change in the requirements of the project’s tactical and technical tasks. Any such change in the conditions would lead to discrimination against the already removed participants in the procedure.

The Minister of Defense Krassimir Karakachanov has already instructed the management of the state company Terem-Holding EAD to study the possibilities for joint production of combat vehicles in Bulgaria with maximum participation Bulgarian defense industry.

In October last year, the two companies’ price offers, admitted to the next stage in the procedure for delivery of armored combat vehicles to the Land Forces, were opened. The process began in June 2018, when the parliament approved the purchase of 150 armored vehicles, 90 of which must be combat and the rest service. They should cost up to BGN 1.24 billion without VAT, which Bulgaria will pay for ten years.

Initially, four companies were invited to participate – potential contractors, “Patria,” “Nexter,” “General Dynamics,” and “Artec GmbH.” Subsequently, Bulgaria approved the bids of only two of them.
